Small Area FMR: Why the Same House Earns $400 More One ZIP Over
Small Area FMR explained: how ZIP-level FY2026 FMRs work, and real HUD data showing a $360-$1,000 3BR rent gap between neighboring Cleveland ZIPs.
In a growing list of metros, HUD no longer publishes one Fair Market Rent for the whole area. It publishes one for every ZIP code — and the differences between neighboring ZIPs are big enough to make or break a deal. These ZIP-level figures are called Small Area FMRs (SAFMRs), and if you invest in a SAFMR metro without checking the ZIP, you are underwriting blind.
What Small Area FMR is
The traditional FMR is a single 40th-percentile rent estimate for an entire metro area. That's a blunt instrument: it blends downtown, inner-ring suburbs, and exurbs into one number, which historically concentrated voucher holders in the cheapest neighborhoods (where the metro-wide number went furthest).
Small Area FMRs fix that by computing the same 40th-percentile statistic per ZIP code. HUD mandates SAFMRs in a few dozen metros (an expanding list) and lets other PHAs opt in. In a SAFMR metro, the local housing authority sets its payment standards ZIP by ZIP — typically 90–110% of each ZIP's SAFMR.
Cleveland, Detroit, and Pittsburgh are all mandatory SAFMR metros in FY2026.
Real numbers: one county, a $1,000 range
Everything below is pulled directly from HUD's FY2026 Small Area FMR data for Cuyahoga County, OH (Cleveland metro), 3-bedroom units:

Look at the borders. ZIP 44109 and ZIP 44107 (Lakewood) touch each other — $1,390 vs $1,750, a $360/month gap for the same bedroom count. Cross from 44102 into 44113 and the 3BR figure jumps from $1,450 to $2,470 — over $1,000/month between adjacent ZIPs. A house one street inside the higher ZIP can support a dramatically higher voucher rent than its twin a block away.
Detroit shows the same mechanics: within Wayne County, FY2026 3BR SAFMRs run from $1,500 in ZIP 48228 to $1,670 in ZIP 48219 on the city's west and northwest sides — against a metro-wide figure of $1,724.
What this means for your underwriting
1. The ZIP is the unit of analysis, not the city. "Cleveland Section 8" tells you almost nothing; 44105 and 44113 are different investments entirely.
2. Higher SAFMR is not automatically better. ZIP 44113's $2,470 reflects a gentrified market where actual rents are high too — the spread over market rent may be thin or negative, and purchase prices are far higher. The sweet spot is usually a modest ZIP whose SAFMR still comfortably exceeds street rent.
3. Border streets are interesting. Housing quality changes gradually; SAFMRs change at the boundary line. A solid block on the favorable side of a ZIP border can carry a payment standard set by its better-known neighbors.
4. Rent reasonableness still applies. The PHA won't approve $1,750 for a unit whose true comps are $1,100 just because the ZIP allows it. The SAFMR is a ceiling on the subsidy, not a guarantee — condition and comps decide what you actually get.
5. SAFMRs move year to year. ZIP-level statistics are noisier than metro ones. Underwrite with some cushion rather than assuming this year's figure only ever goes up. (HUD applies hold-harmless rules that soften declines for existing tenancies, but new leases follow current standards.)
How to check if your market uses SAFMR
- HUD's FMR documentation system flags each metro's SAFMR status, and publishes the full ZIP table for SAFMR areas each fiscal year.
- Your PHA's administrative plan states whether it uses SAFMRs and its payment standard percentages by ZIP.
- Non-SAFMR example: Lucas County, OH (Toledo) has a single county-wide FY2026 3BR FMR of $1,380 — one number, no ZIP table.
Don't average — look up the exact ZIP
The entire lesson of Small Area FMR is that averages lie. The same 3-bedroom house "in Cleveland" might support $1,390 or $2,470 depending on which side of a line it sits — a fact you can know before you offer, because HUD publishes it.
