What is Fair Market Rent?

HUD publishes Fair Market Rents every fiscal year — the 40th percentile of gross rents for standard-quality units in each area. Your local housing authority sets its Section 8 payment standard at 90–110% of the FMR, which makes it the effective rent ceiling for a Housing Choice Voucher tenancy.

In designated metros HUD goes one level deeper with Small-Area FMRs, set per ZIP code instead of per county — so the same 3BR can carry a very different ceiling two ZIPs apart. When your ZIP has its own rate, the result above shows a “Small-Area FMR” badge.
